"中越衝突再次升高"

中國上週在南海爭議區域設立鑽井平台，北京當局對外宣布禁止任何閒雜船隻靠近，並加派軍艦前往維安。此舉引發越南的嚴正抗議，越南認為中國在越南的海域鑽井，是非常惡意且蠻橫的挑釁行為，要求中國應立即停止任何的鑽井作業。

中國這次的深水鑽油平台，設立於西沙群島南端的中建島以南17海浬的海域之中，僅離越南海岸120海浬。依聯合國海洋法公約200海浬的經濟海域來看，中國明顯已經侵入越南的海域。

不過中國外交部則表示，鑽井作業是在中國的西沙群島內執行。而且2012年越南國會通過越南海洋法時將西沙群島劃入越南海域時，並不為中國所承認。任何侵犯中國領土的條約，無論是訴諸於國內法還是國際公法，對中國維護領土主權的立場，這些都無效並且不被接受。

(International) Conflict between China and Vietnam Further Intensifies

Last week, China sent an oil drilling platform to a disputed area of the South China Sea, with Beijing authorities announcing that ships will be prohibited from entering the area and dispatching naval vessels to ensure maritime security. The move has triggered solemn protest from Vietnam, who views Chinas drilling for oil in Vietnamese waters as a malicious and aggressive act of provocation and has called on China to stop all oil drilling operations immediately.

Chinas deep-water drilling rig is located 17 nautical miles south of Zhongjian Dao, an island of the Paracel Islands, and is only 120 nautical miles from Vietnams coast. According to the 200-nautical-mile exclusive economic zone prescribed by the United Nations Convention on the Law of the Sea, China has clearly breached Vietnams territorial waters.

However, the Chinese Ministry of Foreign Affairs has said in response that the oil drilling operations are being executed within the waters of the Paracel Islands. Moreover, China does not recognize the Vietnam Maritime Law that Vietnams parliament passed in 2012 whereby it claimed sovereignty over the Paracel Islands. It also deems all laws that infringe on Chinas territory, whether they are domestic or international, invalid and unacceptable.
