"深圳居民投票擬訂不文明行為法規"

該市居民認為，此草案所訂定的規定應由警方執法。

深圳市居民投票決定，警方應肩負起執法者的角色，實施該市新擬之不文明行為法規。這是第三次就相關條例所做的民意徵詢，為的是要解決隨地吐痰、亂丟垃圾及插隊等問題。超過10.1萬人完成問卷調查，其中有25.7%表示應由警方執法，23.3%則認為警方應與都市管理局或負責的單位合作執法。

深圳市人大會議自六月起就開始擬訂此項立法，首開中國文明立法之先例。第一輪民調針對何種行為應視為「不文明」尋求意見，第二輪民調主題則為「應該如何處罰違法人士」。

看來大家都偏好用社區服務作為處罰，民調還問了深圳市民，觸法者應面對什麼樣的社區服務。約69%的民眾表示，違法者應該被派去照顧老人，66.6%的人說應該去協助問題青少年，而62.6%則回應表示違法者應該被派去幫助殘障人士。

The citizens of Shenzhen have voted that the police should be the people to enforce the citys proposed new bad behavior law. It is the third time that residents have been consulted on the law, which is aimed at tackling things like spitting, dropping litter, and queue jumping. Over 101,000 people completed questionnaires, and 25.7% said the police should enforce the law; 23.3% said the police should work with the urban management bureau or a responsible department.

The Shenzhen Peoples Congress has been busy writing this piece of legislation since June; it is the first such law to be written anywhere in China. The first opinion poll addressed the issue of what behavior should be regarded as bad, and the second dealt with punishments for those breaking the law.

It seems that the preferred punishment will be community service, and Shenzhens people have also been asked what kinds of service people should face. Around 69% said offenders should help the elderly, 66.6% said they should work with troubled teenagers, and 62.6% responded that offenders should help the disabled.
