"談台灣產業轉型（二）"

台灣產業競爭力衰退是不爭的事實。政府的產業政策勢必應做大幅度的調整，一再與它國簽FTA必非良策，因為那樣也會讓國內民生產業遭受更大的衝擊。究竟有哪些產業值得鼓勵發展呢？我們提供以下建議：

1.國防軍事工業

台灣精密五金、半導體、通訊研發能力十分先進，發展國防工業不但可以增強我國的軍事防禦能力，也能創造出更高的經濟價值。像電視、家電、PC、手機、紡織等消費性產品，則應該減少或停止投資。

2.觀光產業

台灣是全球最友善的國家，國土領域大小剛好，旅客上午人還在101，下午就可以在綠島游泳。台灣吃喝玩樂上山下海的便利性，很吸引大部份的外國人。但國人應加強外語以接待更多外國旅客。

3.轉口貿易

台灣位於東亞樞紐，應該徹底發揮轉口貿易的優勢，增強港口、機場的軟硬體設施，增強貨機、船隻的維修與製造能力，提升國際化的服務能力。

4.生技產業

台灣生技與醫護能力舉世聞名，大幅超越中國、韓國、香港、馬來西亞等地。我國應該不斷加強這類人才與資金的投入，建立更強的競爭力。

5.醫療照護

台灣有最好的醫療人才與設備，應該吸引全球有錢人來台做醫學美容、疾病醫療或做長期照護，或是開放有錢外國人來台移民退休養老。

(Business) A Look at Industry Restructuring in Taiwan (Part 2)

It is an undeniable fact that the competitiveness of Taiwans industries has been deteriorating. The government needs to make substantial changes to industry-related policies instead of focusing on signing one free trade agreement (FTA) after another for domestic industries that directly affect the daily lives of people will end up being hit even harder. So the development of which industries exactly is worth encouraging? Here are some suggestions:

1. National Defense Industry

Since Taiwan specializes in hardware and semiconductors and is relatively advanced in terms of the research and development of communication technology, the development of the national defense industry will not only improve the countrys defense capability, but also create higher economic value. As for investment in consumer products such as TVs, home appliances, computers, mobile phones and textiles, it should be reduced or terminated.

2. Tourism Industry

Taiwan is one of the friendliest countries in the world. Having land that is just the right size means tourists can visit Taipei 101 in the morning and head to Green Island for a swim in the afternoon. The fact that it is very convenient when it comes to food, accommodation and transportation makes it particularly appealing to foreigners. However, Taiwanese people should sharpen their foreign language skills to make foreign tourists feel more welcome.

3. Re-Exportation

Being located in the center of East Asia, Taiwan should capitalize on this advantage to boost re-exportation, thereby strengthening its ports and airports software and hardware installations, and stepping up the maintenance and production of its cargo aircrafts and ships, as well as the internationalization of its services.

4. Biotechnology Industry

Taiwans biotechnology and ability to provide medical care is not only world-famous, but is also far superior to that of China, Korea, Hong Kong and Malaysia. The country should continue to cultivate talent in the field and pour funds into the industry in order to strengthen its competitiveness.

5. Health Care

Having the best healthcare talent and equipment, Taiwan should try to attract more rich people from around the world to the country to undergo cosmetic surgeries, medical treatment or receive long-term care, or allow wealthy foreigners to immigrate to the country when they retire.
