"機車騎士新草案 旨在減少騎士死亡事故"
年底前,新法將使得機車駕照較難以考取。交通部長葉匡時視用路安全為優先考量,並擬了一份提案,旨在減少公路的死亡事故。
若實施此法,考機車駕照的民眾將得支付新台幣三千元並且要考更多試,那些已經有汽車駕照的人則需要考特定的機車考試才能騎機車上路。現行的法規允許有汽車駕照的人騎50cc以下的輕型機車,但是新法的提案會改變此點,而那些人則得參加另外的機車考試。他們也考慮要規範考照人先完成三天的駕訓課程之後才能考機車駕照考試。
另外,在新法的規定之下,路考將變得更加困難。工作用途需使用到機車的機車騎士,像是食物外送和快遞公司,還將需要每年上安全講習課程。
去年有853人死於跟機車有關的意外,台灣的交通死亡事故中跟機車有關就占了44%。台灣2300萬的人口中,現在則有1500萬台機車的使用率。
(Local) Motorcyclists Draft Aimed At Reducing Driver Fatalities
New changes could make it harder to obtain a motorcyclists license by the end of the year. The Minister of Transportation and Communications, Yeh Kuang-shih, has made road safety a priority and drafted a proposal aimed at reducing road fatalities.
If implemented, people applying for a new motorbike license will have to pay NT$3,000 and take more testing, and those with current drivers licenses would need to take specific motorbike testing before being allowed to drive a motorbike. Current laws allow those with drivers licenses to drive motorcycles with engines less than 50cc, but, under the new proposed draft, this will change and a separate test for motorbikes will need to be taken. Regulations requiring applicants complete a three day drivers education course before taking the motorbike exam are also being considered.
Additionally, the actual test will become more difficult under the new regulations. Motorbike drivers who use their bikes for employment purposes, such as those involved in food delivery and dispatch companies, would need to take safety lessons each year as well.
853 people died in accidents involving motorcycles last year, making motorcycle-related deaths 44% of all traffic-related deaths in Taiwan. Currently, there are 15 million scooters and motorcycles among the nations 23 million people.
