【給她生路】反廢娼 法明星連署請願

法國一項廢娼法案月底將送交國會,期以懲罰嫖客的方式達到廢娼目的。

當地性工作者持反對立場,表示此法案只會使更多女性落入貧窮並遭受暴力;

相對的,多位男性提出的「別碰我的娼妓」請願,也引來不少批評聲音。

包括歌手查爾‧阿茲納弗及女影星凱瑟琳‧丹妮芙在內的一群法國名人,日前連署了一份請願,反對社會黨提出的處罰嫖客法案。

法國國會委員會將於近日審議一份由執政的社會黨所提出的法案,此提案擬廢除對性工作者的處罰、改為對嫖客處以罰款。國會預計將於12月對此提案進行表決。

「我們並沒有要支持或推廣性交易,而是拒絕這種將自願為娼者及他們的客戶犯罪化的作法。」在一份16日發表於法國媒體的聲明中,約70位法國名人這麼表示,其中包括來自社會黨的前任文化部長傑克朗。

發起這項連署請願的,是現已年邁的法國歌手安特旺。他向法國日報《費加洛報》表示,政府應該持續打擊性奴隸犯罪,但不該將性交易犯罪化,自願為娼者應享有與其他工作者一樣的權利。

性交易在法國是合法的,根據「密封基金會」2012年的報告,法國估計有1萬8千至2萬名合法性工作者。不過,法國也有其他法律,禁止拉皮條、人口販運以及當街拉客。

目前,法國對性交易合法與否的態度介於荷蘭與德國以及瑞典之間。在荷蘭及德國,合法登記的性工作者必須納稅並享有健保保障;而瑞典則訂有針對嫖客的嚴厲法規。

去年,法國女權部長瓦洛貝卡森的一番言論引起不少風波。她當時表示,為了讓性產業自法國消失,她將處罰付費買春者,而非處罰性工作者本身。

也加入了請願連署的歌手艾倫蘇松說,政府不該干預那些想躺著賺錢而自願從事性工作的人。

「就讓他們做自己想做的事吧,他們提供溫柔鄉的服務給那些靈魂迷失的人。讓他們把客人留在身邊吧。」他說。(路透)

A group of French celebrities including singer Charles Aznavour and actress Catherine Deneuve have signed a petition against a socialist proposal to punish clients of prostitutes (1).

Next week, a French parliament committee will review a proposal by the ruling socialist party faction to scrap (2) sanctions on soliciting (3) and instead punish prostitutes' customers with fines. Parliament is expected to vote on the proposal in December.

"Without supporting or promoting prostitution, we refuse the criminalisation of people who prostitute themselves and those who use their services," some 70 French celebrities, including former socialist culture minister Jack Lang, said in a statement published in French media on Saturday.

Ageing French singer Antoine, who took the initiative for the petition, told French daily Le Figaro the government should continue fighting sexual slavery but should not criminalise prostitution and that those who prostitute themselves should have the same rights as other workers.

Prostitution is not illegal in France, which has an estimated 18,000 to 20,000 prostitutes according to a 2012 report by the Scelles Foundation, but there are laws against pimping (4), human trafficking and soliciting sex in public.

Tolerance for prostitution in France lies in a middle ground between attitudes in the Netherlands and Germany, where registered sex workers pay taxes and receive health benefits, and Sweden, where tough laws target clients.

France's minister for women's rights, Najat Vallaud-Belkacem, caused a stir last year by saying she would seek to make prostitution disappear by punishing those who pay for sex, rather than the prostitutes themselves.

Singer Alain Souchon, who also signed the petition (5), said the government should not intervene with those who have chosen to prostitute themselves for easy money.

"Let them do what they want. They give tender services to so many lost souls. Leave them their clients," he said.(Reuters)
