養老金專家建議應提高退休年齡。

週二上海經濟論壇上,前央行行長和全國社會保障基金理事會現任理事長戴相龍表示,應提高中國的退休年齡。 為了確保國家的養老金制度資金不致耗盡,戴理事長主張政府不應該單純投入更多錢,而應該改變方案,確保養老金制度運作更順利。

分析師預測2013年,中國的養老保險基金將有18.3兆人民幣﹝2.9兆美元﹞的赤字。為了解決這個問題,戴理事長建議某些人的退休年齡,應該從60歲提高到63歲。 他還表示人們繳納養老金年限應延長到35年,而非現行的30年。

對此提案,大眾的反應多半是負面的。反貧窮非政府組織員工魏紹標認為,這個主意使社會不公現象更加惡化。「為什麼公務員和國營機構員工不用付任何錢就能得到退休金,而像我們的一般員工就要付保險費,而且退休後我們得到的錢還比他們少?」他問。

(Local) Pension Proposal Draws Criticism

A pensions expert suggested that the retirement age should be increased.

Speaking at an economic forum in Shanghai on Tuesday, former central bank governor and current chairman of the National Council for Social Security Fund Dai Xianglong said Chinas retirement age should be raised. To ensure the countrys pension system doesnt run out of money, Dai argued that the government shouldnt simply put more money into it, but rather change the scheme to make it run more smoothly.

Analysts have predicted that by 2013, Chinas pension fund will have a deficit of 18.3 trillion yuan (US$2.9 trillion). To combat that, Dai suggested that the retirement age for some people should be increased from 60 to 63. He also said that people should be made to make pension contributions for 35 years instead of 30, as is currently the case.

Public reaction to the proposals was largely negative, and Wei Shaobiao, an anti-poverty NGO worker argued that the idea would worsen social injustice. Why do civil servants and employees of public institutions not have to pay contributions to get pensions while ordinary employees like us pay premiums and receive less than them after retirement? he asked.
