剛果民主共和國和戰敗的M23叛軍之間的和平協議失敗。

(International) No Peace Deal for DR Congo, M23 Rebels

Talks regarding a peace deal between the Democratic Republic of Congo and defeated M23 rebels have failed.

According to officials, efforts to stabilize the nation in the African nations conflict-prone east failed after Kinshasa demanded changes to the agreement. DR Congo Foreign Affairs Minister Raymond Tshibanda, however, said Kinshasa was committed to peace. Ofwono Opondo, Ugandan government spokesman, said that the meeting was adjourned without a new date being scheduled.

M23 rebels, armed rebels operating in the mineral-rich but impoverished east of the DR Congo, have been routed by the national army and a 3,000-strong special UN intervention brigade. Last month, they had announced that their 18 month insurgency was over.

Mary Robinson, UN special envoy to the Great Lakes, and Martin Kobler, the UN Secretary-Generals Special Representative in the DRC, issued a joint statement saying that they regret that the dialogue hadnt been concluded, however, both parties, expressed no differences on substantive points within the draft document.

Delegations from both Kinshasas government and the rebels had arrived at Ugandas State House in Entebbe to finalize the deal, and international observers from the United Nations and African Union, Belgium, France, Britain, and Norway had come to witness the deal. Ugandan Defense Minister and Chief Mediator Crispus Kiyonga said he remains optimistic, but what happens next is uncertain.
