(科技) 中國允許遭禁網站存在於自由貿易區

為了讓外國人覺得更「賓至如歸」,中國同意在計畫好的上海自由貿易區域,讓人們得以造訪對民眾來說被視為敏感或是不恰當的網站。這個區域將會在九月29號正式開啟,許多人視其為國際關係向前邁進的一步。

這個自由貿易區(FTZ)也將歡迎外商電信公司投標,提供該區中的網路服務。中國現行的三大電信公司為中國移動通信、中國聯通和中國電信──全部都已經接獲讓外商企業進入自由貿易區一決定的通知。至今,還沒有收到這些公司任何官方表達的不滿。

中國認為應該要過濾特定釋放給大眾的網站,此信念眾所周知,而放寬審查制度被視為給該區外國人方便的作法。舉例來說,中國自2009年後就禁止了臉書和推特,人們將能在自由貿易區進入這兩個網站。當時在中國一連串的騷動在社群網站上遭到指責,那正是原先引來禁令的主因。

(Technology) China To Allow Banned Sites in Free Trade Zone

In a bid to make foreigners feel like at home China has agreed to allow websites deemed sensitive or inappropriate for the public to be accessible in a planned free-trade zone in Shanghai. The zone will be formally launched on September 29, and is seen by many as a step forward in international relations.

The free-trade zone (FTZ) will also welcome bids from foreign telecom firms to provide the internet services within the zone. Chinas three biggest telecoms companies are currently China Mobile, China Unicom, and China Telecom V all of which have been informed of the decision to allow foreign firms in the FTZ. As of yet, no formal complaints from these companies have been received.

China is well known for its belief that certain websites should be censored to the public, and the relaxation of this censorship is seen as a means of providing comfort to foreigners within the zone. Facebook and twitter, for example which have been banned within China since 2009, will be accessible within the FTZ. A series of riots within China at that time were blamed on social networking sites, which originally led to their ban.
