(Local)Authorities Allow No More Than Two Flies in Beijing Toilets

A new sanitation rule for the capital has raised eyebrows across the city.

The sanitation management division of the Beijing municipal commission of city administration and environment recently unveiled new standards of cleanliness for the citys toilets, and one stipulation has definitely caught the publics eye. Among rules stating that waste must be collected within 30 minutes and that each toilet should have bilingual instructions, there is a more unusual decree that no toilet can have more than two flies.

Public reaction to the rule has been one of surprise and bemusement, with Xu Zhuangyi, a 25-year-old accountant, saying: Its like a joke to judge the sanitary conditions of a toilet by the number of flies. Others complained about the rules as a whole, noting that problems such as a lack of toilet paper and soap have not been addressed.

Xie Guomin, head of Beijings sanitation management division, answered the critics, saying: With these standards in place, cleaners will tidy the toilets more often and more carefully to ensure toilets in the capital are clean. On the question of why the rules say no more than two flies are allowed, he added: You have to have quantitative standards when evaluating something.
