鄭文燦於桃園市長任內，不論歐洲、美國及日本，均能達成城市外交的目標。

有關中國國民黨質疑鄭副院長於桃園市長任期，率領城市外交訪問團出訪事宜，代轉鄭文燦副院長辦公室說明如下：

一、鄭副院長於桃園市長任內出國報告都可在桃園市政府網站上查得。國民黨指控未公開出國報告純屬造謠。

二、 訪問團採購方式都必須符合出國要點及採購規定辦理。國外出訪之政治拜會、商務參訪及會見僑胞等行程，均由市政府各權責單位負責接洽安排，由桃園市政府秘書處負責整合，從未透過旅行社代為規劃。

三、 鄭副院長於市長任內國外出訪案，循效益原則，均依規定採機關人員自理方式報支差旅費，以個人名義委託旅行社代為採購國際機票，並依「國外出差旅費報支要點」個別報支，由機關本於權責處理，依規定並無強制公開招標。過去兩任縣長（朱縣長及吳縣長），國外出訪案也曾採取相同或是類似方式辦理。

四、鄭市長率團出訪，不論歐洲、美國及日本，均能達成城市外交的目標。經費使用係因為團員人數、天數及國家有所不同。鄭市長任內，與18座國外城市締結友好城市，大幅提升桃園市的國際能見度，為台灣建立外交成果。(圖 示意圖)
