(產業) 觀光業的危機

最近因為《看見台灣》這部紀錄片爆紅,讓許多民眾開始重視水土保持與環保議題。內政部於日前決定好好整頓國土,首波整頓對象即鎖定南投的清境農場區域。營建署將依照最新的災害潛勢圖進行調查。如果有任何非法建物或開發地位於高危險區域,都將依法予以強制拆除。

清境農場週邊國土早已過度開發,長期遭到民間業者霸佔與濫墾。日前南投縣政府更曾表示要將當地非法民宿業者就地合法化,引起社會一片譁然。但此政策已遭內政部糾正,所有非法民宿業者都應被嚴格追蹤列管。

台灣觀光產業發展迄今,大都是各地方政府長期放任所發展出的少數合法加上多數非法混合的企業。如沒有好的觀光產業政策與輔導措施,內政部就貿然地強行國土整頓,此舉在短期內勢必將嚴重衝擊台灣整體觀光業的生計與發展。

(Business) The Tourism Industry Crisis

The skyrocketing success of the documentary Beyond Beauty: Taiwan from Above has recently brought public attention to the issue of environmental conservation and protection. The Ministry of the Interior (MOI) has recently decided to give national land a good makeover, with the first wave of restoration efforts directed at Ching Jing farm in Nantou. An investigation will be conducted by the ministrys Construction and Planning Agency based on the latest map of potential disasters. In the event that any illegal constructions or property developments are found in high risk areas, they will be forcibly torn down in accordance with the law.

National land in the surrounding areas of Ching Jing farm has already been overdeveloped, having long suffered under the domination and exploitation of private business owners. The Nantou County Government recently announced its plan to approve illegal operations of local guesthouses, triggering public uproar. The plan, however, has been revised by the MOI, whereby all illegal operators of guesthouses are to be strictly monitored according to government regulations.

Up to now, the development of Taiwans tourism industry has mostly relied on a mix of business operations, mostly illegal, which have developed without much supervision by local governments. If the MOI goes ahead with its rash decision to restore national land in the absence of well-thought-out tourism policies and guidance and assistance programs, the development and livelihood of Taiwans entire tourism industry is bound to suffer greatly in the short run.
